Article I: General Theories
The Silver Legion was founded upon the idea of providing a fun environment for individuals to play Blizzard Entertainment Games. Members must be mature, respectful, and considerate. Upon previous attempts this seemed to have failed, and most of the problems rooted upon member behavior, and the theory is that if the general member population is made up of good, honest and respectful people, the guild will be a good place in return. The Silver Legion is not tolerant towards discrimination of any type; including but not limited to discrimination by age, race, gender, or sexuality.
Article II: Rank/Position Structure
A. Preamble Notes
There is a difference between Rank and Position in this guild. All positions require a certain rank to obtain that position, and with that position you usually gain a title. For example, member Doe could be promoted to Prefect and then become a Magistrate. His rank is Prefect, but his title is Magistrate.
B. The leader of the guild is the Legate of the Legion.
He has the ability to veto any Senate decision, or enact any power on his own that is usually reserved explicitly for the Senate.
He has the sole ability to modify the Code of Honor.
C. The leadership body of the guild is the Senate.
The leader of the Senate is the Consul, who is also ranked 2nd in the guild hierarchy.
The rest of the members of the Senate are Senators, who are all the leaders of the 5 major departments within the guild: Competition, Initiation, Justice, Regulation, and State.
One senator, who is not the leader of a department, also fills the roll of Adjunct to the Legate, who is the Personal Advisor to the Legate, Secretary of the Senate, and Consul pro tempore.
The Senate will never consist of more than 7 members.
*See Articles V - IX for more information on Departments, and Article IV for more information on Senate Rules and Procedures.
D. The officers of the guild are known as Prefects.
To be promoted to Prefect, the individual needs to have been a Legionnaire for at least one month, and the Senate must approve their promotion.
Prefects must hold a position in one of the departments in order to maintain their Prefect rank. The most common position is to be Leader of a Cohort, which is in the Regulation Department, though many Prefects also work in the four other departments.
Even if a Prefect is not the Leader of a Cohort, they must still be in a Cohort.
A prefect cannot hold more than one position.
E. The members of the guild are known as Legionnaires.
This is the average member and majority of the guild. They hold no special duty.
F. The initiates of the guild are known as Vigiles.
The singular form of Vigiles is Vigile.
*See Article XII for more information on the Initiation Process.
G. There is an additional rank of Centurion, which is a site only member. This exists explicitly for longtime guild members who do not play World of WarCraft. Centurion status can be granted by the Senator of Initiation.
H. The ranking system, in descending order of hierarchy:
Legate > Consul > Senator > Prefect > Legionnaire & Centurion > Vigile
I. Chain of Command
Members should not just send questions, requests, comments, complaints, etc. to anyone higher up than them in the ranking structure.
Vigiles should consult members of the tribunal (Department of Initiation).
Legionnaire's should consult their Cohort's leader.
Prefect's should consult their department's Senator.
Only if contacting the designated person fails may a member try someone else higher up on the hierarchy.
Article III: Cohorts
A. Basic Structure.
The major divisional group is called a Cohort, which is composed of a minimum of 5 and a maximum of 12 members. A cohort is a small group of members who are close friends and often play together in World of WarCraft.
One member of the Cohort, of rank Prefect, is the Leader of the Cohort. However, there can be other members of the rank of Prefect's in that cohort if they are in another department.
The Prefect has the ability to change whether the Cohort is open or closed. A cohort that is open accepts members willingly, while a Prefect has to invite a member to a closed cohort.
B. Rating System
A Cohort is assigned a numerical rating, with 5 being the highest possible and 1 being the lowest, based on its members demonstrated skill.
A Cohort is assigned this rating by the Senator of Regulation or another member of the Department of Regulation. Each cohort can not be rated more than once a week.
The average Cohort ranking for the guild should remain at approximately 3.
C. Creation
When a member gets promoted to Prefect and wants to create a new cohort to lead, he must first request permission from the Senator of Regulation.
If conditions are appropriate, the Senator will allow the cohort to be created, the name of which must be approved by the Senate, usually as part of the same bill promoting the Prefect.
The new leader of the new cohort must then find 4 members for the Cohort within a short period of time, to be determined by the Senator of Regulation.
D. Regarding Ranks
All Legionnaires and Prefects must be in a cohort. Members of the senate are in their own specialized cohort, the Senate, and the Legate does not exist within any cohort organization.
Vigiles cannot be in a cohort until they become Legionnaires.
Article IV: Senate Rules and Procedures
A. System
There is a private forum for Senate members, where bills can be presented through a special post forum, debated, and then voted on.
Bills must be presented (if the Legate does not do it manually) to promote members to Prefect, Senator, and Consul. Bills must also be presented to recommend changes to the Code of Honor, or other systems in the guild. Bills must also be used to override decisions of the Magistrates, presuming the Chief Magistrate does not do so himself.
Bills are passed only if the majority of the current senate votes in favor.
A bill can only remain in voting for a maximum of 7 days.
Article V: Competition Department
A. Purpose
The Competition Department is in charge of running all guild competitions, tournaments, any ladder system, and all other guild activities.

The Chief Magistrate may appoint other magistrates, of which he holds veto power over.
C. Reporting
Members may report to Magistrates any problem members they see, and the Magistrates will investigate.
D. Limitations
The power of Magistrates is limited to Legionnaires and Prefects. If Senate members are found to be violating the Code of Honor, it is up to the Legate and/or Consul to initiate punishment.
Article VIII: Regulation Department
A. Purpose
The purpose of the Regulation Department is to maintain the Cohorts and rate them in the rating system, as described in Article III Subsection B.
B. Structure
The leader of the Regulation Department is the Senator of Regulation, which is also sometimes called the Leader of the Cohorts.
The Senator of Regulation may designate any necessary assistants he desires, provided they are of the rank of Prefect and have a job to perform in the Department.
Article IX: State Department
A. Purpose
The purpose of the State department is to handle foreign affairs with other guilds. Usually we only have direct relations with large, friendly guilds.
B. Structure

The Senator of State may designate any necessary assistants he desires, provided they are of the rank of Prefect and have a job to perform in the Department.
The assistants who serve as a permanent diplomat to another guild are known as Ambassadors. They should familiarize themselves with that guild, its structure, members, and leadership, and serve as a go-between.

They must also be skilled in World of WarCraft and be very active players.

7. At the end of 28 days after the application was initially filed, the initiate will either be promoted to Legionnaire or be denied membership.
B. Tribunes
Tribunes, members of the Department of Initiation, must meet the Vigile on World of WarCraft, and file a report with their opinion of the Initiate to the Chief Tribune, also known as the Senator of Initiation.
C. Special Rules
Vigiles are the direct responsibility of the Tribunal. They can be denied membership for offenses that would not always result in banning by the Department of Justice for ordinary members.
Vigiles must highly respect the rules of the Legion and follow the Code of Honor during their initiation process.

Members must not judge someone because of his or her skill level.
Members do not obsessively swear or spam in the Silver Legion channel.
Members must not trash talk or spread rumors about other members.
Members have friendly attitudes, and try to avoid arguments as well as get along with all other members.
Members do not hack or cheat in any way in both games and out of games on Battle.net. This includes but is not limited to 3rd party hacking/cracking programs, observers who give out or 'hint' out information, or any other malicious unfair method of going beyond the normal rules of the game.
They respect other guild's sovereignty and do not get the guild involved in the affairs of another guild.
Article XV: Member Recruiting
Members should always be on the look out for people who would make good members themselves. When recruiting, they should keep the following things in mind:
Do not recruit by spamming.
Do not recruit old members of the guild.
Do not recruit current members of the guild on a new name.
You are responsible for your recruit's actions to a limited basis. You should help them if they have any questions.
The initiate should demonstrate that they meet the Membership Behavior requirements in Article XIV.
Good places to recruit from are; in real life friends and from public games. Always be wary of people who are trying to get themselves in the guild before they even know anything about it, keep in mind that some people who take that approach can make the worst guild members.
Once you have found someone interested in joining, show them the website. Instruct them to first read the learn page and the Code of Honor; and then fill out an application. Make sure they understand the initiation process.
Article XVI: Banned Members
When a member decides to quit or is kicked out of The Silver Legion, they lose all their rights as members. They may not return at their own will.

If a former member of The Silver Legion continues to harass the organization or its members, on the website, in World of WarCraft, or on any other form of communication, The Silver Legion reserves the right to take the following action:
Release all information gathered, including the internet providers and possibly locations of all places this former member has ever logged into the website, to the general public.
